Do I Need A License To Install Hydrogen Fuel Injection System On Other People's Cars?

I dynamic in California and was planning on getting a business license, but I was wondering if I needed a special allow to put after market parts on someone else's car.
No water goes in the system, only gas. I don't need anyone's opinions of whether

I did. It is a scam. It is a list on how to... The word "conversion" in mine means converting a car from fuel injection to carburator before installing the gadgets. I have no design of doing so. Have any of you experimented with the hydrogen
