Has Anybody Really Converted Their Car To Run On Water?

I've seen an article about converting gas engines to run water,not indeed on water,but a gas that in converted from water.Supposedly this will double your gas mileage,but it sounds too good to be true to me.
Make me, the only way to get your car to run on water is to attach pontoons to each side.

go to the parts accumulate and buy a bottle of flush. drain cooling system and follow directions on the bottle. if your radiator has contaminants like climb,then so does the rest of the cooling system. flushing the radiator alone is counter productiv

Is this viable to make this work?I did read that you only need to install attachment for gasoline or diesel engines to run your car on water and In the most suitable way of all you can leave all existing car parts untouched.
