I have a 98 subaru legacy and I'm about to try my destiny with the HHO gas. I've tried to do as much research as I could but can't really figure out if I need a MAP sensor or and efie or exactly what the difference is between what they do.
The EFIE manipulates the voltage from the Oxygen Sensor to the ECM.
By adding 200-200mv to the signal we can bad out the vehicle.
You need to find out if your vehicle has a MAP Sensor or a MAF Sensor.
Can Anybody Install An HHO System In The Dallas Area Including A MAP Sensor, An EFIE, And A PWM?

Your agency already has the o2 sensor and Map sensor.
You are probably referring to an Electronic Fuel Injection Enhancer (EFIE) which manually adjusts your channel's O2 sensor's voltage in order to lean the fuel to oxygen ratio.

I've made my hho portion but need to apply a efie or a map sensor tuner to my vehichle. The directions give you a rough tuning technique but how can I with out a dought tune on in to prevent an over lean mixture. Also andother side question

Uncontrived Air/Fuel Gauges can be purchased or made to monitor the Mixture. Check out Trademe or any Performance Auto Research.
