Why Is My Bubbler On My HHO Generator Not Bubbling?

I have connect a HHO Gen on my Honda Passport. Everything works great except my vacuum is not pulling in any HHO because the bubbler isn't bubbling! I'm stumped. I have added more than enough baking soda, even a negligible vinegar. What could be the problem?
