Water does not supplant acid. The acid part is not lost as only the water evaporates.
Most car batteries are sealed for life, do not lose water, and cannot be topped up so to a giant extent all the questions you are asking about this are

Some upkeep free bateries can have water added to them! If you can pry off the top caps, then you can add water, if it is totally sealed, no way to take off caps, then you can't.
The best is distilled water or even snow if you shrink it in a glass

Acid is tolerant of in different concentrations in water. The electrolyte in a car battery is acid and water and if too strong or too weak the battery will not be proficient.
