If a car has been sitting for 3 months there's no way that there is THAT much water in the gas. Please, it just wouldn't happen, unless you had a hole in your gas tank that was letting rainwater it.

It's mean the tank. As far as cost at a shop figure .6 hours and 20 bucks for the percolate with the typical shop mark up. So around 65-70 bucks parts and labor at a shop but very seldomely does it fix a drivability issuance.
